Republishing Article Elsewhere
This is fine, but it's a good idea to largely re-write it, as search engines don't mind same theme articles, but not identical articles or 'cut and paste' text which can be penalised if not properly 'quoted'.

Using Text From Other Sites
Always make sure you 'quote' text from other sites or authors. Beware of copying work and altering small sections to make it appear original  to search engines - they are sophisticated enough to spot this!
